What Is a PAMMS Inspection?

When families in Great Yarmouth, Lowestoft, and the surrounding area research home care providers, one of the most important questions they ask is: how do I know this provider is actually good?

In Norfolk and Suffolk, one of the most rigorous ways a home care provider's quality is independently assessed is through PAMMS - the Provider Assessment and Market Management Solution.

PAMMS is an online assessment tool used by Norfolk County Council and Suffolk County Council to evaluate the quality of care delivered by adult social care providers across the region. All Care Quality Commission regulated health and social care services commissioned by the local authority receive an audit using the PAMMS tool. Following the assessment, a summary report and ratings are made publicly available.

In plain English: PAMMS is an independent quality inspection carried out by the local authority - the people who commission and oversee adult social care in our area. It is rigorous, it is thorough, and it carries real weight.


What Does a PAMMS Inspection Involve?

The audit includes a site visit lasting between one and two days. Providers are requested to submit copies of relevant documentation in advance, and assessors also ask for identified staff and service user files.

The inspection evaluates the quality of social care services, focusing on aspects such as care planning, resident experience, team training, knowledge, care environment, equipment, and leadership. During the inspection, assessors speak with residents and team members, gathering valuable insights about the service.

The five domains assessed are:

  • Involvement and Information - how well clients and families are kept informed and involved in care decisions
  • Personalised Care and Support - whether care is genuinely tailored to the individual
  • Safeguarding and Safety - how well the provider protects vulnerable clients
  • Suitability of Staffing - whether carers have the right training, qualifications, and skills
  • Quality of Management - the leadership and governance of the service

Each domain is assessed and rated. The overall result reflects performance across all five areas.


Is PAMMS the Same as CQC?

No - but the two are closely linked. Although a PAMMS report is not the same as a Care Quality Commission inspection, there is a strong relationship between the two. PAMMS acts as a supportive tool, helping providers prepare for a CQC visit by identifying areas where high-quality care is being delivered and areas that may need improvement.

Ultimately, using PAMMS can lead to improved CQC ratings for providers.

CQC Registration We are a registered provider with the Care Quality Commission. As a newer service that has maintained a clean record since opening in 2023, we have not yet been subject to a routine CQC inspection - this is normal for newer providers with no concerns raised.
