We are delighted to share that Bluebird Care East Suffolk, Great Yarmouth & Lowestoft has been rated Outstanding by the Care Quality Commission.
The rating was awarded following a comprehensive assessment carried out between 23 June and 26 August 2026, which covered all of the CQC's quality statements. It was our first assessment since the service was registered in April 2023.
At the time of the assessment we were supporting 96 people with personal care across East Suffolk, Great Yarmouth and Lowestoft, through both our visiting care and live-in care services.
What the inspectors found
Inspectors described an exceptional service, and one built in partnership with the people who use it. They found that people and their families worked alongside our care staff and management team to shape and tailor the support being delivered, and that the team worked exceptionally well with external health and social care professionals.
Hazel Roberts, the CQC's deputy director of adult social care in the East of England, said inspectors found an exceptional service where staff and leaders worked in full partnership with people to ensure they led meaningful lives. She described staff going over and above — including, in one case, a carer fetching milk for someone with no family nearby once their shift had finished.
She added “Overall, leaders and staff should be incredibly proud of the service they provide and the way in which they clearly prioritise the people they care for. They serve as a great example for how a service can be run.”
The assessment highlighted a strong and embedded culture of learning and continuous improvement, with staff development and reflective practice actively encouraged, underpinned by effective governance and a clear commitment to quality.
On safety, inspectors found a proactive and positive culture based on openness and honesty, with risks identified and managed, people safeguarded from the risk of abuse, medicines administered as prescribed, and a robust recruitment process ensuring the right people join the team.
On care itself, the report describes people being treated as individuals, placed at the centre of their care and fully involved in it. People were supported to set personal goals based on their own strengths, aspirations and backgrounds, and support was consistently delivered in a way that promoted independence and helped people maintain confidence and daily living skills.
What people told the CQC
Inspectors spoke to people using the service and their relatives, and reported that they were overwhelmingly complimentary. Among the comments shared with the CQC:
"Always kind and caring and respectful. They are lovely, all of them."
"It is very well run and responsive."
"They retain staff, which is not easy today."

An Outstanding rating is not awarded to a management team. It is earned in people's homes, every day, by care assistants and live-in carers who turn up, who notice things, and who treat the people they support as individuals.
